Patricia Sinclair-McCalla Heads Environment Agency...
…New CEO Takes Up Duties at NEPA
Distinguished public servant, Mrs. Patricia Sinclair McCalla, assumed duties as
Chief Executive Officer (CEO) of the National Environment and Planning Agency (NEPA)
on Monday, March 1, 2004.
Mrs. Sinclair McCalla has held several senior appointments in the public
service including Head of the Bureau of Women’s Affairs and Director of
National Insurance Scheme (NIS) in the Ministry of Social Security. A graduate
of Shortwood Teachers’
College and the University of the West Indies, Mrs. Sinclair McCalla
also holds a Masters degree in Urban and Environmental Policy and Planning
from Tufts University in Massachusetts, U.S.A. As Project Manager of the Public
Sector Modernization Project, she was responsible for establishing the Executive
Agencies in the Jamaican Public Service.
Transition arrangements and briefings involving outgoing CEO, Franklin McDonald,
the NEPA management team and Mrs. Sinclair McCalla have been underway since Monday,
February 23. Mr. McDonald officially demits office on March 31.
While meeting with staff last Monday, both Mrs. Sinclair McCalla and Mr.
McDonald emphasized the critical role of NEPA in Jamaica's effort to achieve
sustainability and the need for the modernization processes to be taken to
completion. They both urged managers and staff to continue emphasizing customer
service and the values enshrined in NEPA's Citizen's Charter.
Mrs. Sinclair McCalla has served on a number of Boards including the St.
Andrew High School Board of Directors and the Girl Guides Association of
Jamaica. She is married to Leon McCalla and has two children.
