Oil Spill Clean Up in Kingston Harbour

The National Environment and Planning Agency (NEPA) issued a Warning Letter on Friday, April 15, 2005, which was served on the Urban Maintenance (1977) Limited, located at 8 Ocean Boulevard, Kingston. The Letter addressed the removal of all blockage of the main drain into which the oil was spilled; the cleaning up of the drain and the removal of the remaining oil. 

Subsequently, the following actions were taken; the tank from which the oil was spilled was completely emptied and returned and the sludge at the bottom of the oil tank is presently being cleaned manually.

The outside sump or pit into which the spilled oil had drained was blocked off to prevent any further oil flowing into the main drain. Afterwards, the sump was cleaned using shovels and absorbent materials, such as sawdust. 

On Wednesday April 20, flushing was done to remove the remaining contamination from the drain. A maximum of two days was used to ensure a complete wash. Concord Kerosene Services, located at 97 Dumbarton Avenue, Kingston 10 removed the contaminated water and oil.

Garbage Disposal and Sanitation Systems (GDSS) Limited located at Marcus Garvey Drive removed all contaminated solids. The concrete dam was also removed and the entire drain has since been completely cleaned from all contaminated water and solids.

On April 1, an oil spill occurred in the Kingston Harbour, in the vicinity of the Ministry of Health building on Kings Street.
